Transparenz gegen Korruption
Am 22. Januar präsentierte Transparency International den Global
Corruption Report in London der Öffentlichkeit.

Wenn das Thema Korruption jetzt auch bei Weltbank, OECD und Europäischer Union höchste Priorität hat und die Zivilgesellschaft in vieler Ländern für das Problem sensibilisiert bzw. mobilisiert werden konnte, ist dies nicht zuletzt Transparency International (TI) zu verdanken. TI-Gründer Peter Eigen erhielt 2002 den Carl-Bertelsmann-Preis für "innovative und vorbildliche Lösungen für gesellschaftspolitische Probleme". Neben dem bekannten Corruption Perception Index unternimmt TI im Global Corruption Report eine weltweite Bestandsaufnahme der Ursachen, Erscheinungsformen und Bekämpfung von Korruption.
Im Hinblick auf die Lage in Ostmitteleuropa stellen Martin Brusis, Iris Kempe und Wim van Meurs in ihrem Regionalbericht fest: "The countries of Central and Eastern Europe are currently in the process of consolidating pluralist democracies and market economies, on the path from post-communist transition to EU accession. In these states in transition, where state socialism once implied the absence of checks and balances between state and society, lack of public transparency and the existence of well-entrenched informal networks, corruption and organised crime are of great concern. On the other hand, with norm setting form the outside, based on the conditionality of becoming EU member states, and time pressure of the upcoming EU accession as a driving force, no other world region can match the intensity of anti-corruption programs by international organisations and financial institutions."
